What States Should Be Doing

Parts B and C

Preparation of the APR
States should be in the process of completing their APR. Proofreading and formatting issues should be addressed at this point as well making sure the APR “sounds” that it was written by one person in order to achieve a consistent “voice.” In addition, States should check to see that relevant indicators are interconnected and integrated. States should also be reviewing the “Basics” one final time to ensure that calculations are correct and instructions were followed with regard to measurement procedures and content. Finally, States should check to see that all appropriate tables are attached.
State Clearance Process
States should be working to ensure that the APR is prepared for the timelines and other requirements relating to the clearance process. These activities should encompass both internal administrative clearances as well as those necessary to demonstrate stakeholder support.
Submit FFY 2007 APR to OSEP
Once the process has been completed with regard to checking the APR for the Basics and making sure the narrative is able to impart a “big picture” of the State’s blueprint of action and improvement, the APR should be submitted to OSEP on February 1.
The Basics
Review OSEP response to the State's FFY 2006 SPP/APR and the SPP/APR instructions to ensure that APR instructions are being followed, the correct data is being applied in the formulas, and whether the formulas are being correctly calculated.

Part B

Evaluate Timely and Accurate Data for Indicator 20
States should review their submission of 618 data (due 2/1/08, 11/1/08, & 2/1/08 (assessment only)) and their projected submission of the APR to evaluate the timelines and accuracy of these data.

Part C

Evaluate Timely and Accurate Data for Indicator 14
States should review their submission of 618 data (due 2/1/08) and their projected submission of the APR to evaluate the timelines and accuracy of these data.

Annual Report Certification of the Interagency Coordinating Council
Form that must be completed by an Interagency Coordinating Council (ICC) that receives funds under Part C in submission of the annual report on the status of the early intervention programs for infants and toddlers with disabilities and their families operated within the State to the U.S. Department of Education. This for should be used for the February 2, 2009 submission.
