What States Should Be Doing

Parts B and C

Evaluate Improvement Activities
Evaluate the efficacy of APR improvement activities with regard to appropriateness, measurability and resource needs.
Evaluate the APR Development Process
Assess how well the APR is being implemented with regard to stakeholder involvement in development and improvement activities, etc.
LEA/EIS Program Reporting
Ensure public reporting of every LEA/EIS program against each State target over the course of the SPP.
Local Determinations
Develop and implement criteria to assign a Determinations category for each and every LEA/EIS program.
Post SPP, APR, and LEA/EIS Program Reports on Website
Each State is required to post their APR and most current SPP on their State website as well as LEA/EIS Program Reports.
The Basics
Review OSEP response to the State's FFY 2006 SPP/APR and the SPP/APR instructions to ensure that APR instructions are being followed, the correct data is being applied in the formulas, and whether the formulas are being correctly calculated.

Part B

Data Analysis and Prepare Draft for Indicators 5, 6, 9, and 10
Conduct data analysis procedures for Indicator 5 (School-Age LRE), Indicator 6 (Preschool LRE), and Indicators 9 and 10 (Disproportionate Representation). Based on the results of this analysis, States should prepare a draft to report on these indicators.
Start Post-School Outcomes
Implement a process for collecting data for Indicator 14 (post-school outcomes).

Part C

Data Analysis and Prepare Draft for Indicators 2, 5, and 6
Conduct analysis of 618 data Indicators 2 (Setting) and 5 and 6 (Child Find) Based on the results of this analysis, States should be preparing a draft narrative to report on these indicators.

Disproportionality of Racial and Ethnic Groups in Special Education Memorandum
This memo provides a discussion of the requirements related to 34 CFR §300.600(d)(3) for disproportionate representation as it relates to Indicators 9 & 10 of the SPP/APR followed by a discussion of the requirements of 34 CFR §300.646 relating to significant disproportionality. Methods for Assessing Racial/Ethnic Disproportionality in Special Education: A Technical Assistance Guide
Provides an overview of the various disproportionality calculation methods, including relative difference in composition, risk, and the risk ratio. For each method, we summarize the question the method answers, provide at least two examples of its use, describe how to interpret the results, and discuss the method's strengths and limitations. The document was disseminated in Fall 2004.
Preventing Disproportionality by Strengthening District Policies and Procedures: An Assessment and Strategic Planning Process
A NCCRESt document Intended to serve as a self-study tool that assists district teams to examine policies, procedures, and practices in general and special education to prevent disproportionality. Dated February 2006.
Questions and Answers on Underrepresentation for Indicators 9 & 10
Questions and answers to assist States and LEAs in addressing underrepresentation of racial and ethnic groups in special education and related services and in specific disability categories that constitute disproportionate representation.
