Technical Assistance for Part B, Indicator 3

Use of the resources included on this site does not guarantee that the State’s performance or determination status under section 616(d), will improve for the next APR reporting period. Please note that State examples have not been vetted by OSEP for legal sufficiency.

Continuing work with each State’s Regional Resource Center (RRC) and the National Early Childhood Technical Assistance Center (NECTAC) is encouraged in order to further determine the nature of the technical assistance required to address areas in which the State needs assistance.

Investigative Questions for Part B, Indicators 3

  1. Is your APR issue with 3a, 3b, and/or 3c?
  2. Has there been a change in the State assessment “climate”?
      • Changes in State legislation or policy
      • Leadership changes
      • Compliance agreements
      • Changes in procedures or definitions
      • Changes in assessment practices, or types of assessments offered (i.e. Alternate Assessment based on Modified Achievement Standards, High School high stakes exit test, etc.)
      • Other
  3. Do you have questions or concerns about OSEP’s analysis of your APR submission for this indicator?
  4. Does your data match or nearly-match your publicly reported data (618, NCLB)?  If not, do you know why?  Do you think the discrepancy is reasonable and can it be clearly articulated to OSEP?
  5. How does your current data compare to past data?
  6. Can you identify performance differences in the data between grade levels?  In subject areas? By assessment type (i.e. alternate assessments)?
  7. Have you examined the data for potential differences between districts or regions within your State?
  8. Is the way you reported your data for this indicator representative of the participation and performance levels on assessments in your State?
  9. Have you examined the NCEO analysis of Indicator 3 for useful comparisons and insights?
  10. Have you utilized technical assistance from a Comprehensive Center, RRC, or NCEO?
