Overarching Analysis Questions

  1. How are components/factors in your state infrastructure contributing to your State’s noncompliance on this indicator? Consider:
    • General supervision, monitoring and quality assurance systems?
    • Capacity to collect, analyze, report, and use data?
    • Coordination and communication with other agencies?
    • Capacity to provide training, technical assistance (TA) and other personnel development mechanisms?
    • State legislation?
    • Fiscal/budget issues?
  1. What steps have you taken so far to improve State and local capacity and practices and to respond to OSEP identified concerns related to the indicator? Have any national, regional or in-State TA Centers been involved and assisting you thus far? If so, how have you used their support? Has OSEP identified any additional concerns regarding your State’s performance and specific practices?
     
  2. Given the responses to the above questions and what you know about your State, how best might the State achieve improved performance in this area?
    • Revise State policies and/or procedures
    • Collect, analyze and report new data
    • Provide targeted TA and/or training to targeted districts/ early intervention services programs and as appropriate for State responsibilities, hearing officers, complaint investigators, etc.
    • Produce and disseminate or post (on the web) guidance documents, reference materials, forms, training modules and/or other tools
    • Develop and promote model sites
    • Refine ways of monitoring or measuring performance
    • Develop new inter- or intra- agency agreements, plans and communication protocols
    • Conduct efforts to strengthen parent-community relations
    • Extend marketing/public relations efforts
    • Re-allocate/re-structure resources and staffing
