Technical Assistance for Part C, Indicator 14

Continuing work with each State’s Regional Resource Center (RRC) and the National Early Childhood Technical Assistance Center (NECTAC) is encouraged in order to further determine the nature of the technical assistance required to address areas in which the State needs assistance.

Investigative Questions for Part C, Indicator 14

Prior to contacting the Data Accountability Center (DAC) regarding technical assistance for SPP/APR Indicator C14, please review the following questions and prepare to discuss the answers with a DAC staff member. This information will help DAC determine how to best support your state’s efforts to improve data quality.

  1. Which indicators present a data challenge or problem for your state?
  2. Does your state have any challenges or problems related to the calculations or instructions for C14? If yes, please describe.
  3. For indicators that use 618 data tables, what are the challenges or problems related to –
    • Timeliness?
    • Completeness of data?
    • Edit checks?
    • Data notes?
    • Other?
  4. For indicators that use other data sources (e.g., surveys, monitoring data, tracking correction of non-compliance), what are the challenges or problems related to –
    • Timeliness?
    • Completeness of data?
    • Validity?
    • Reliability?
    • Other
  5. What steps or processes does your state use to ensure that data received from local programs, including data from self-assessments, are accurate?
  6. Has OSEP identified any particular concerns regarding C14? If yes, please describe.
  7. What steps has your state taken to address the data challenges or problems identified related to C14?
  8. What TA providers, if any, has your state worked with on C14 challenges or problems?
    • Please describe any work with DAC staff (Westat or Louisiana State University).

Resource and Specialty Centers

The Data Accountability Center (DAC), with support of the Regional Resource Centers (RRCs) and the National Early Childhood Technical Assistance Center (NECTAC), has been charged by the OSEP to provide technical assistance to states in the area of data, specifically around providing valid and reliable data in response to State SPP/APR indicator C14. DAC addresses data issues using the following levels of technical assistance:

  1. National/universal (e.g., Part B and Part C Data Meetings, national teleconferences, technical assistance materials posted on IDEAdata.org);
  2. Regional (e.g., RRC jobs alike meeting, regional teleconferences);
  3. Individual (e.g. questions/clarifications via telephone and email); and/or
  4. Customized (e.g. planned teleconferences and on-site visits to individual states).
